Help 0003 Bazooka BTA8250D not powering on

I have a 2000 Toyota Land Cruiser Prado and recently purchased the Bazooka BTA8250D BT from Amazon and followed all the installation instruction. I connected the fuse on the positive terminal of the battery, the antenna power cable on the head unit, the negative terminal on the power cable to the cargo net ring on the chassis. I used my Fluke multimeter to test that the BTA had 12 volt power and when the head unit is turned on their is the 12 volt supply to turn on the amplifier. After all of this the LED on the BTA is not comin on. I rechecked the voltages and even connected the 12 volt supply from the antenna power cable directly thus eliminating the crimp connector.

Nothing is happening, I need some assistance in resolving my issue.
